1. About these terms
These Terms of Use govern access to and use of the SAPIP website, public catalogue, research pages, documents, account features and related services. By browsing SAPIP or creating and using an account, you agree to these terms and our Privacy Policy.
If you do not agree, do not use the platform. “SAPIP”, “we”, “us” and “our” refer to the SAPIP platform and its operator.
2. What SAPIP provides
SAPIP organises publicly available procurement information into searchable records covering tenders, buyers, suppliers, awards, contracts and categories. We provide a research and discovery service—not an official government register, tender submission channel or procuring authority.
SAPIP is independent and is not affiliated with National Treasury, any municipality, department, public entity, buyer or supplier shown on the platform.
3. Source data and verification
Records are imported and normalised from public procurement sources. They may be incomplete, delayed, duplicated, changed, withdrawn or incorrectly published by the source. Relationships between records are shown only where the source provides enough information to resolve them.
Before relying on a deadline, eligibility rule, value, supplier identity, award, contract or document, verify it against the current official tender documentation and the relevant procuring entity. SAPIP does not accept bids, answer buyer questions or change official procurement records.
4. Public documents and links
SAPIP may display or cache copies of publicly available tender documents to improve viewing and access. Documents remain subject to the rights, licences and terms that apply to their source. A local copy may not be the latest version; the official source should always be treated as authoritative.
Links to external websites are provided for convenience. SAPIP does not control or guarantee external content, availability or security.
5. Accounts
Public catalogue browsing does not require an account. An account currently supports features such as saved searches, saved tenders, followed buyers or suppliers, closing-date alerts and account preferences. We may reasonably limit access or change features as the service develops.
You must provide accurate information, keep your login details confidential, and tell us promptly if you believe your account has been accessed without permission. One person may not create accounts for abuse, impersonation or circumvention of a restriction.
6. Acceptable use
You may use SAPIP for lawful research, business development, monitoring and public-interest analysis. You must not:
- use SAPIP to submit or interfere with a tender process;
- misrepresent SAPIP, a buyer, supplier or source record;
- scrape, crawl or download at a volume that harms the service or bypasses technical controls;
- probe, attack, reverse engineer or attempt to gain unauthorised access;
- upload malicious, unlawful, infringing or deceptive content through any account feature; or
- use the platform to harass, defame, discriminate against or unlawfully profile people or organisations.
7. Intellectual property and permitted reuse
SAPIP’s software, branding, interface, original written content and presentation are protected and may not be copied, republished or commercially reproduced without permission. Public procurement records and source documents may be subject to separate public-sector licences, attribution requirements and third-party rights.
You may link to SAPIP pages and use information for lawful research, provided you do not imply endorsement, remove attribution where required, or present SAPIP’s analysis as an official government statement.
8. Availability and changes
We aim to keep SAPIP available, but do not guarantee uninterrupted access, a particular update schedule, complete coverage or error-free operation. We may modify, suspend or discontinue a feature, source, document cache or account function without notice where reasonably necessary.
We may update these terms as the platform develops. The current version will be published on this page. Continued use after an update constitutes acceptance of the revised terms.
9. Disclaimers and liability
SAPIP is provided on an “as available” basis. To the extent permitted by law, we disclaim warranties that the platform or its records are complete, current, accurate, fit for a particular purpose or suitable for a procurement decision.
You use SAPIP at your own risk and remain responsible for independent verification and compliance with applicable procurement, commercial, privacy and other laws. Nothing in these terms excludes liability that cannot lawfully be excluded.

These terms are governed by the laws of the Republic of South Africa, subject to any mandatory rights and remedies available to you under applicable law.
